I really enjoyed Buwei's talk. He's definitely got a point. War is quite a crude option and many problems can be solved with more sophisticated means and at times in such subtle ways no one even notices that there's a person behind the changes and they even notice the changes only after it's too late... If you've got the most powerful economy, you can do a lot of things and a lot of them are beneficial for the greater public. Being rich and technologically advanced also makes you a very hard target for hostile neighbours.
Obviously, he's still a corrupt scumbag and we'll never find out, if he can do what he brags about. Sure, he's good with money, but would he be good at governance too? There's a lot that could go wrong for him and even more that could go wrong for his citizens...

Wealth is a bit more complicated than that. With gold alone, you'd be really restricted and with FIAT currency you might thrive during your rein only to leave your empire in ruins for your successor... However, a lot depends on technology and trade. If you can sell silk all the way to Portugal, then it's not like you're stealing from your neighbours...

true, but selling and buying goods doesn't make you richer, you can own a sports car worth millions, or same amount of money at your bank. (for finance world it be same creditability) , in simple term: richness = sellvalue - cost , if you increase sellvalue you steal from buyer, if you decrease cost value , you steal from your producers. If you dont steal from anybody you get richness= 0, so no one would do business like this. I know this sounds oversimplified, but richness > 0(human greed) is what builds the world. Money/real-value doesn't come out thin air as a lot of people make you believe. Our current well being is provided by cheap labor/sacrifices in 3rd world countries or just simply people who died and government took their money. But that's not a bad thing, if everyone got what they deserved we would probably all be poor and kicked the bucket. :)
